Oxfam is looking for dynamic team players for its FRESH (Flood Resistant Shelter for South-West Bangladesh) Consortium project funded by DFID, Emergency Food Security Project (EFSL) funded by ECHO  & Aila Extension Project funded by ECHO under the Humanitarian department of Bangladesh Programme. These are fixed term positions of the Country Programme.
For FRESH project (Based in Satkhira) the duration of these contracts is 12  to 13 months initially.
1. Consortium Monitoring, Evaluation & Reporting Coordinator [Post- 01, Based in Satkhira] Duration of contract: 13 months
Roles & Responsibilities:
You will be responsible to assist the FRESH (Flood resilient shelter and WASH project)  team in water-logged Jessore-Shatkhira areas in the design and implementation of monitoring, evaluation, accountability and learning strategy and to monitor the extent the projects are meeting its objectives. Moreover, to strengthening accountability both at Oxfam and consortium partners levels and ensure that support is extended to the water-logged affected vulnerable families i.e. women, female-headed households to benefit from the projects.
Qualification, competencies & skill required:
You need to have an academic qualification of Masters in relevant discipline with at least 5-7 years of  experience in the development sector out of which around 3-4 years should be on issues related with emergency response and recovery. He/She should have the experience of working as monitoring and evaluation manager/coordinator with a reputed organization in Bangladesh. Good computer knowledge with high level of command on MS-Office and other relevant software. Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning skills. Financial monitoring skills with good written and oral proficiency both in English and Bangla required.

2. Consortium Finance Coordinator [Post- 01, Based in Satkhira] Duration of contract: 13 months
Roles & Responsibilities:
You will be responsible to establish financial system, internal control and compliance mechanism for consortium of  DFID funded FRESH project (Flood resilient shelter and WASH project)  in floods and water-logging affected Jessore-Shatkhira Districts. You will be responsible for the preparation and monitoring of the consortium FRESH recovery budgets. In close coordination with Regional/Country funding & finance teams you will ensure donor requirements/compliance are meeting , ensure proper authorization of payments, maintenance of cash and bank books at Oxfam and consortium members level.
Qualification, competencies & skill required:
Recognized accounting qualification with at least 03 years of experience in finance, ideally with at least two years working in a supervisory position. He/She should have ability to lead in financial management in humanitarian context and develop and produce critical finance management tools to ensure excellent financial services to deliver the programme. Proven knowledge and experience of computerized systems, preferably with accounting packages as well as advanced Excel skills. Experience of managing donor schedules and production of donor reports. Good written and oral proficiency both in English and Bangla required.

3. Project Manager [Post- 01, Based in Satkhira] Duration of contract: 13 months
Roles & Responsibilities:
You will be responsible to planning, organization, program coordination, budget management and reporting on the respective Oxfam portion of DFID funded FRESH Consortium project  (Flood resilient shelter and WASH project)  With consortium M&E focal persons and technical leads ensure programme delivery maintaining high standard, monitoring data are regularly collected, analyzed and reported to the consortium M&E lead  as well as to other stakeholders. He/she  will be responsible for programmatic and financial monitoring of progress for Oxfam direct implementation portion.
Qualification, competencies & skill required:
Suitable candidate should have mature understanding of issues in development, preferably disaster management, and an ability to mainstream gender into analysis, programme strategy, implementation, monitoring & evaluation. At least 3 years senior management experience, with strong competencies in programme development, financial management, management and project monitoring and evaluation and personnel management. Strong ability to rapidly assimilate, analyze and report on complex information and proven conceptual and policy advocacy skills. Good written and oral proficiency both in English and Bangla required.

4. Programme Officer [Post- 01, Based in Satkhira]

You need to have an academic qualification of university  degree in social sciences or relevant subject from a recognized university a minimum of 2 years experience of disaster recovery programme experience with an NGO or similar organisation.   Practical experience and understanding of the relevant technical competencies required (training , monitoring & evaluation etc ) in shelter and WASH  related issues. Good written and oral proficiency both in English and Bangla required.

8. Shelter Engineer [Post- 01, Based in Satkhira]
Role & Responsibilities:
Ensure coordination of all flood resilient family shelter and WASH  related hardware activities. Identify, design and supervise the installation of flood resilient family shelter and WASH hardware facilities. Assess quality and DRR aspect prior to installation of house and WASH options.. Would represent project especially technical aspect in the local coordination with relevant stakeholder.
Qualification, competencies & skill required:
Masters degree or Diploma in civil engineering, at least 5 years experience on family shelter construction and WASH programme in international or national NGO and sound knowledge of Public Health. Candidate should have ability to demonstrate a good understanding on family shelter and  WASH (hardware aspect)  and community mobilization, strong team leadership and communication skill in written and verbal both Bengla and English, ability to work in a diverse team, good analytical and conceptual thinking skill.

9. Consortium Monitoring Associates (Volunteer) [Post- 06, Based in Satkhira]

You need to have an academic qualification of university  degree in social sciences or relevant subject from a recognized university a minimum of 2 years experience of Family shelter/WASH programme experience with an NGO or similar organisation.   Practical experience and understanding of the relevant technical competencies required (training, monitoring & evaluation etc ) in food security and livelihoods related issues. Good written and oral proficiency both in English and Bangla required.

Roles & Responsibilities:
You will be responsible for the leading, coordinating, planning, monitoring and support for all WASH, livelihoods and Food security programmes to ensure effective and efficient implementation according to the ECHO_Aila  strategy to meet the project objectives. Moreover, also ensuring learning, program quality and accountability and further development.  Work closely with the field programme teams, Other NARRI consortium members, partners and other local agencies and key line-local Government officials.
Qualification, competencies & skill required:

12. Public Health Engineer [Post- 01, Based in Satkhira]
Role & Responsibilities:
Ensure coordination of all WATSAN activities with hygiene promotion activities. Identify, design and supervise the installation of WASH hardware facilities. Assess quality and DRR aspect prior to installation of water options. Lead water quality testing before handing over the water options  and safe water ponds to community. Would represent project especially in the WASH cluster and DRR platform meetings/ initiatives.
Qualification, competencies & skill required:
